Relevant Experience:

 

Incumbent position will play a pivotal role in Nutrition International’s Large-Scale Food Fortification (LSFF) program in Pakistan, which targets reduction of widespread micronutrient deficiencies by fortifying staple foods such as wheat flour, edible oil, and salt. According to the National Nutrition Survey (NNS) 2018, over 40% of children under five in Pakistan are stunted, 17% are wasted, and deficient of essential micronutrients (such as vitamin A, iron, iodine etc.)

 

The incumbent will be responsible for the timely revision/development, updating and implementation of monitoring, evaluation, accountability and learning (MEAL) plans and results trackers to ensure high-quality program monitoring and reporting. S/he will design and develop data collection tools using digital applications and management information systems (including FortIS) to analyze, harmonize, collate, and visualize data through dashboards for internal and external reports targeting donors, ministries, and other stakeholders.

 

The role will also support monitoring of industry compliance with national fortification standards (such as premix usage, quality assurance (QA) / quality control (QC) results, and sampling compliance) through digital platforms like FortIS, while ensuring alignment with provincial food authorities' reporting protocols and regulatory oversight. Work closely with the FortIS management firm to ensure smooth functioning of FortIS, its maintenance, and day-to-day updates. This will include coordination for the system’s integration with government monitoring systems or partner platforms such as BioAnalyt’s iCheck Connect. The MDL Officer will also provide programmatic inputs, support basic troubleshooting follow-up, and coordinate on user-level feedback. In addition, this position will present data-driven insights on program implementation to clearly demonstrate the progress and impacts of fortification programs to the Senior National Program Manager – LSFF and the management for informed decision-making.

Job Description:

 

3.1 Design and implement monitoring tools/ information systems (MIS)

 

  • Set up MIS and dashboards for program monitoring and reporting. Review, modify, develop monitoring tools as needed to collect program monitoring data from LSFF interventions. Analyze and draw lessons from the monitoring data for decision making. Coordinate with NPMs for appropriate follow up with provincial food authorities (e.g., PFA, SFA) etc.
  • Work closely with FortIS management firm to ensure maintenance of databases/dashboards including day-to-day updates, incremental improvements and work with FortIS management firm to resolve any system related challenge and its timely resolution.
  • Build capacity of the program team and implementation partners to use MEAL tools and systems, to ensure that relevant NI colleagues have information related to project progress.
  • Work with FortIS management firm and BioAnalyt’s iCheck Connect development team to integrate Quality Control conducted by enforcement authorities, provide support in beta testing, ensure smooth flow of data between iCheck Connect and FortIS, train millers and government authorities on FortIS;

 

3.2 Provide support the program team in regular review, analysis and consolidation of monitoring data

 

  • Develop and maintain a repository of LSFF indicators, including e-filing (on NI SharePoint) related to program monitoring and reporting.
  • Coordinate the receipt, review, analysis, and consolidation of monitoring data within agreed timelines and update the result framework and other MEAL plans.
  • Analyze data/reports provided by program team and prepare trend analysis, graphic presentation, PPTs etc. Liaise directly with the program team to track progress, flag issues for corrective actions.
  • Build capacity of the LSFF program team to use FortIS for performance tracking.

 

 

 

3.3 Liaison with MDL team and other relevant project staff

 

  • Collate and analyze the program monitoring data (including gender specific indicators) for donor reporting in collaboration with relevant colleagues.
  • Extract key insights and success indicators from monitoring data for donor presentations, advocacy briefs, and visual dashboards, in collaboration with external relation team.
  • Undertake a first level review of reports and fill in data and information gaps to ensure quality reports submitted for internal and external use;
  • Schedule regular meetings with NI Regional Office MDL and LSFF colleagues to present key findings and insights from FortIS, particularly during program reviews.
  • Develop and maintain a centralized database of production volumes and reach estimates committed under various donor grants ensuring that updated records are available for reporting and planning;
  • Ensure that miller-level data reported under various grants is harmonized, regularly validated, and updated ahead of monthly progress update meetings.

 

3.4 Monitor Industry Compliance and Regulatory Reporting

 

  • Track industry compliance data includes premix utilization, internal QA results, and third-party sampling data using FortIS and dashboards and report the same to LSFF Manager and NPMs;
  • Document fortification compliance trends for quarterly reports, donor updates, policy briefs etc.
  • Develop SOP for transition and integration of FortIS with government’s monitoring system.

 

Any other task as assigned by the Senior National Program Manager, LSFF
