1)     Position Summary:

Position: Coordinator Engineering

Directly Reports to: Head of Department

Indirectly reports to: GM Programmes

Location: Quetta.

2)     Eligibility Criteria (Qualification and Experience):

  • Must have a Bachelor’s Degree in Civil Engineering (Recognized by HEC and PEC).
  • The candidate should have valid engineering License issued by Pakistan Engineering Council (PEC).
  • Minimum of 8 Years of Professional Experience in Infrastructure Projects.

3)     Key Requirements:

Minimum of 8 Years of Professional Experience in Infrastructure Projects.

  • Proven track record in the planning, execution, and management of large-scale infrastructure projects such as buildings, water supply schemes, drainage systems, and housing reconstruction.
  • Hands-on experience in small-scale infrastructure projects, including local-level interventions in renewable energy, DWSS, sanitation, community centres, and other basic service facilities.
  • Familiarity with national engineering standards, procurement processes, and donor compliance requirements in infrastructure projects.

Experience in Designing and Supervision:

  • Ability to conduct feasibility assessments, prepare detailed designs, technical specifications, and BoQs (Bill of Quantities) for various types of infrastructure works.
  • Experience in preparing cost estimates, project scheduling (Gantt charts, critical path method), and resource planning.
  • Supervision of construction works to ensure adherence to design, timelines, quality standards, safety regulations, and environmental safeguards.

Implementation of Community-Driven Projects:

  • Strong understanding of community engagement approaches, particularly in participatory planning, needs assessment, and capacity building.
  • Experience working with Community-Based Organizations (CBOs / Cos) or Village Organizations (Vos) in the implementation of infrastructure or small-scale community driven infrastructure projects / Schemes.
  • Ability to mobilize local communities, facilitate community consultations, and ensure ownership and sustainability of the infrastructure developed.

4)     Primary Objectives of the Position:

The primary objective of the Coordinator Engineering is to;

  • Provide strategic leadership and technical guidance to field engineering teams across target districts to ensure high-quality implementation of infrastructure activities.
  • Coordinate planning and execution of civil works, including preparation and review of technical documents such as BoQs, drawings, and specifications.
  • Monitor and ensure construction quality by conducting field visits, supervising on-site activities, and enforcing compliance with engineering standards and donor requirements.
  • Facilitate cross-functional collaboration with procurement, finance, and logistics units to ensure timely delivery of materials and smooth implementation of works.
  • Document and report progress regularly, while identifying and resolving technical issues and supporting assessments and evaluations when needed.
  • To supervise the construction of BCRE main complex at Quetta or any other project, ensuring adherence to design, quality, ensure safety standards, monitor progress, resolve issues, and ensure timely project completion within budget.

 

5)     Job Responsibilities:

  • Provide strategic leadership and technical guidance to engineering teams operating across the target districts.
  • Coordinate the planning, scheduling, and execution of civil works in collaboration with field-based technical staff.
  • Prepare, review, and validate technical documents, including Bills of Quantities (BoQs), work plans, drawings, and specifications.
  • Conduct regular field visits to monitor construction activities, ensure quality control, and provide hands-on technical support.
  • Prepare, review and verify civil work bills / MBs as per the actual work done on site for accuracy and compliance before processing payments.
  • Ensure all construction activities adhere to engineering standards, donor requirements, and organizational policies.
  • Identify and resolve technical issues encountered during implementation of infrastructure projects.
  • Collaborate with procurement, finance, and logistics teams to ensure timely availability of materials and services.
  • Document field progress, challenges, and lessons learned, and submit regular technical reports to management.
  • Contribute to technical assessments and feasibility studies for proposed new projects

6)     Technical Skills

Infrastructure Design & Planning: Proficiency in preparing and reviewing civil engineering designs, layouts, work plans, and technical drawings for both large and small-scale projects.

Quantity Estimation & BoQs Preparation: Strong skills in developing Bills of Quantities (BoQs), cost estimates, and material take-offs using standard engineering practices.

Construction Supervision & Quality Control: Ability to monitor on-site works, enforce quality assurance measures, and ensure adherence to construction standards and safety protocols.

Engineering Software: Proficient in using AutoCAD for drafting and design; familiarity with tools like MS Project, Primavera, or other scheduling and project management software is an asset.

Technical Documentation & Reporting: Skilled in preparing technical reports, site inspection notes, progress documentation, and compliance checklists.

Surveying & Assessments: Experience in conducting technical assessments, site surveys, and feasibility studies using GPS, levelling tools, and other field instruments.

Knowledge of Engineering Codes and Standards: Familiar with local and international building codes, specifications, and donor-specific engineering standards.

Community-Based Project Implementation: Understanding of participatory design and implementation methods, with experience working closely with community organizations.

Communication Skills: Effective communication to understand design requirements and provide progress updates.

Problem-Solving: Capable of troubleshooting design issues and proposing solutions.

Computer Proficiency: Strong command of MS Office Suite (Word, Excel, PowerPoint); advanced Excel skills for calculations, data analysis, and progress tracking.
