Background
Legal Aid Society (LAS) is implementing a programme focused on strengthening the state’s response to sexual violence, child marriage, and domestic violence across Pakistan. A key strategic intervention in KPK is the development of a PC-1 for the scaling of Anti-Rape Crisis Cells (ARCCs) across the province through the KPK Health Department – providing the institutional and financial planning framework required to replicate the ARCC model beyond the pilot at Khyber Teaching Hospital (KTH) Peshawar.
The PC-1 will serve as the primary planning and budgetary instrument for KPK government’s institutional investment in ARCC scale-up. It must align with Planning Commission of Pakistan prescribed formats, reflect the realities of KPK’s health and medico-legal infrastructure, and be grounded in stakeholder consultation with relevant KPK departments.
Objective
The objective of this consultancy is to develop a comprehensive, Planning Commission-compliant PC-1 for the scaling of Anti-Rape Crisis Cells across KPK – grounded in a situational analysis of existing ARCC infrastructure, a review of relevant legal and regulatory frameworks, and structured stakeholder consultations with KPK government departments.
Scope of Work
The Policy/Planning Consultant will undertake the following:
- Conduct a situational analysis of existing ARCC infrastructure, gaps, and opportunities for scaling in KPK.
- Review national ARCC frameworks, the Anti-Rape (Investigation and Trial) Act 2021 and related rules, KPK Health and Home Department structures, and existing medico-legal infrastructure.
- Conduct one structured stakeholder consultation with relevant KPK government departments including Health, Home, Law, and Social Welfare to align the PC-1 with departmental mandates and existing commitments.
- Develop a comprehensive draft PC-1 in accordance with the Planning Commission of Pakistan prescribed format – covering project objectives, justification, implementation plan, staffing, infrastructure, and budget.
- Incorporate KPK government stakeholder and LAS feedback into the draft and deliver a final, submission-ready PC-1.
Deliverables and Payment Schedule
Payment will be made per deliverable upon submission and written approval by LAS. The consultant must receive written approval before proceeding to the next deliverable.

Required Experience
- Minimum 10 years of hands-on experience in public policy, development planning, health sector planning, or government project development in Pakistan.
- Demonstrated experience developing PC-1s or similar planning documents for submission to the Planning Commission of Pakistan or provincial planning departments.
- Strong knowledge of KPK government structures – particularly the Health, Home, Law, and Social Welfare departments – and their mandates and procedures.
- Familiarity with the Anti-Rape (Investigation and Trial) Act 2021, national ARCC frameworks, and medico-legal infrastructure in KPK is strongly preferred.
- Prior experience engaging with KPK government departments for policy or planning purposes is strongly preferred.
- Track record of delivering high-quality planning documents on time.
Required Skills
- PC-1 and government planning document development – knowledge of Planning Commission of Pakistan formats, requirements, and approval processes.
- Policy and legal analysis – ability to review and synthesise legislative frameworks and institutional mandates into planning documents.
- Situational and gap analysis – ability to assess existing infrastructure and identify gaps for scale-up planning.
- Stakeholder consultation – ability to facilitate structured consultations with senior government officials.
- Budget and financial planning – ability to develop costed implementation plans and infrastructure budgets.
- Technical writing – ability to produce clear, structured, and government-ready planning documents.
- Strong written and verbal communication in English and Urdu. Pashto language skills are an asset.
Reporting and Quality Assurance
The Policy/Planning Consultant will report directly to the Program Manager, Legal Aid Society. All deliverables must be submitted to the Program Manager for review. Written approval from LAS is required before the consultant may proceed to the next deliverable and before any payment is processed.
LAS reserves the right to request revisions to any deliverable within 10 working days of submission. The consultant must incorporate all feedback and resubmit within 5 working days of receiving comments.

All materials, documents, consultation records, and outputs produced under this consultancy are the sole property of Legal Aid Society. The consultant may not share, publish, or use any project materials without prior written consent from LAS.
